The Congress is a part of activities of the Integrative Sustainability Solutions research cluster of National University of Singapore
The Asian-based Congress on Citizen & Environment Safety and Security (ACCESS) is a platform for academia, researchers, industry experts and government agencies to provide practical solutions in advancing human safety and security.
In recent months, Storm Bopha and Storm Sandy had created much damage and destruction. Last year, the Thai Capital was flooded and millions of dollars were lost in infrastructure damages. Similarly in Singapore, the annual monsoon rain has created not just inconvenience but also damage to property and lives. With the advancement in analytic, intelligent robotics and improved power grid systems, solutions to prevent and mitigate the damages caused by such disasters are possible.
It is with this objective that the congress is held, to provide a platform for researchers, industry practitioners and governmental personnel to meet; provide practical solutions; and forecast trends in safety and security for the advancement of humanity in our modern world.
The unique features of this congress are:
- To create greater interaction and collaboration amongst academics and researchers from different expert domain.
In other words, this is the conference for architects to mingle and network with biomedical engineers, computer science professors to explore possible research projects that can enhance human safety and security, collaborations that encompass different silos of expertise.
- To create greater interaction and understanding amongst academics and industry practitioners.
It is important for industry practitioners to be aware and able to tap on the resources in the academic field that could provide practical and efficient solutions to current problems. Such awareness can only be brought about through interaction between the two parties.
We believe that by bringing together people from the different silos of expertise, closer collaboration amongst the different stakeholders can be forged.

UNEP-DHI Eco Challenge 2013
The Serious Games Association (Singapore), together with the Hong Kong Digital Game Based Learning Association, are organising the UNEP-DHI Eco Challenge in conjunction with the Asian Congress on Citizen and Environment Safety and Security 2013.
The UNEP-DHI Eco Challenge uses an online strategic game “Aqua Republica”, to help raise awareness of the importance and challenges of managing limited natural resources in the face of multiple and often competing demands in the drive towards a sustainable development.
While the world of Aqua Republica is fictitious, the challenges of sustainably managing a limited supply of water resources in a situation of growing demand between multiple users and uses are very much based on real life scenarios.The key objectives of the game are inspired by UNEP’s ecosystem approach to Integrated Water Resources Management (IWRM), highlighting the importance of ecosystems and services that they provide (e.g. food security, freshwater supply and disaster risk reduction, etc.) The game also shows that co-operation within a basin does not come automatically and needs to be both established and maintained.
